Deen Dayal SPARSH Yojana has been launched by the department of post. It is a pan India Scholarship Program for young children to increase their reach in Philately. Under this scheme, an annual scholarship will be given to students of Class 6-9. The objective of Deen Dayal SPARSH Yojana is to promote Philately among the young students that can reinforce and improve the academic curriculum in addition to providing a hobby that will help the student to relax and de-stress. The program is called as “Scholarship for Promotion of Aptitude and Research in Stamps as a Hobby” (SPARSH) or Deen Dayal SPARSH Yojana. What is Philately?

Philately is basically the collection and study of Postage stamps.

The objective of the scholarship is to "Promote Philately among children at a young age in a sustainable manner that can reinforce and supplement the academic curriculum in addition to providing a hobby that can help them relax and de-stress".

Deen Dayal SPARSH Yojana Scholarship Amount

In this program, the qualified candidates will get annual scholarships. Here we are giving all the details regarding the scholarships that will be provided to the successful candidates.

• Annual Scholarships will be provided to students who satisfy the eligibility condition and qualify in the selection procedure.
• 920 scholarships will be awarded to students at PAN India level for pursuing philately as a hobby.
• Maximum 40 scholarships will be given to 10 students each from standard 6 to 9 from every postal circle.
• The scholarship amount will be disbursed quarterly to regular students studying in class 6 to 9 in a recognized school.
• The amount of the scholarship would be Rs. 6000 per annum that is Rs. 500 per month.

Disbursement of Deen Dayal SPARSH Yojana

Candidates who will participate and score a good score in Deen Dayal SPARSH Yojana must go through the below-provided points. Candidates must note that the Deen Dyal scholarship will be disbursed quarterly to regular students who are studying in Class 6-9 in any recognised school. 

Candidates can go through the Scholarship Disbursement Rules

• Candidates who will secure a good score in the scheme are required to open a Joint Bank account with parents in India Post Payment Bank or Post office Savings Bank in a branch (which has core banking facility)
• Every Postal circle will select the winners/ awardees and will hand over the list to the IPPB (India Post Payment Bank)/POSB (Post office Savings Bank) for the payment of Scholarship they have achieved
• The banks will ensure that the scholarship amount will be paid to the awardees on a quarterly basis

Candidates have to fill the application form to participate in India Post Deen Dayal SPARSH Yojana. Only the eligible candidates should go through the application process. So, before going for the application process candidates should check the eligibility criteria. The application would be made by the schools who want to participate in this program.

The concerned school should have a Philately Club, and the student should be a member of that club. The participating school will get a philately mentor, from amongst the renowned philatelists. The mentor would help the students in their project work and in the formation of school-level philately club. Submission of Application Form

The application as per the prescribed Performa has to be addressed to the concerned divisional head clearly mentioning the subject on the envelope. The filled application form has to be sent in hardcopy by Speed Post to concerned Divisional Office. Check the notification for your state given below to know the address for sending the application form.

The selection process will be consisting of two levels (Level 1- Philately Written Quiz & Level- 2- Philately Project). A Philately quiz will be conducted by the circles for the selection of the candidates. The final selection of the candidates for India Post Deen Dayal SPARSH Yojana would be made based on their performance in philately Project work and in the quiz.

• The project work of the candidates based on the philately would be checked by the committee members. The committee will consist of postal officials and renowned philatelists at the circle level.
• The list of the topics on which the project work can be done will be provided to the students at the time of the issuing of the notification by the circles.
• The qualified candidates who will get the scholarship have to open a joint account in India Post Payment Bank or Post Office Savings Bank in a branch which has core saving facility.
• Each postal circle has to handover the beneficiaries to IPPB/POSB for payment of scholarship.

• Question Paper Format: Multiple Choice Question (MCQ)
• No. of Questions: 50
• Syllabus: The question paper of Philately Written Exam is based on the following subject: Current Affair, History, Science, Sports, Culture, Geography and Philately (local & national).
• No Negative Marking

Philately Project Details

Philately Project should not be more than 4 to 5 pages. In the project, the student may use not more than 16 stamps and not more than 500 words. Detailed guidelines regarding the Project & sample project template will be issued by Circles after the announcement of results of Philately written quiz to the selected candidates.
