FDDI Bill in Parliment: The Bill is presented in Loksabha, Demands Upgradation of Institute - The Footwear Design & Development Institute (FDDI) was established in 1986 with the objective of providing trained human resource and assistance to the sector. The FDDI Institute conducts a wide range of professional programmes in the area of Retail, Footwear, Design, Leather Goods and Management. Recently on 14 March 2017, Commerce & Industry Minister Smt. Nirmala Sitharaman introduced the Footwear Design and Development Institute (FDDI) Bill in the Lok Sabha to declare the FDDI as an Institution of National Importance (INI).

 

What is Institution of National Importance?


It is a status that may be deliberated to a leading public higher education institution in India by an Act of Parliament. It is an institution which "serves as an essential player in developing highly skilled personnel within the specified region of the country/ state". INIs receive special recognition and funding.

Key Highlights of the FDDI Bill in Lok Sabha

  • The bill proposes and states that the FDDI shall be established as Institution of National Importance and INIs receive special recognition and funding.
  • An international centre for creation and transmission of information will also be developed, with a focus on educational, professional and industrial involvement.
  • It will develop and lead the courses heading to graduate and postgraduate degrees, doctoral and post-doctoral courses and research in the areas of footwear and leather products design and development and related fields thereof.
  • The proposed bill aims to facilitate and promote teaching, training and research in all disciplines relating to design and development of footwear and leather products.
  • The Institute will undertake research, survey and studies and application for the improvement of quality and design, testing and international marketing.
  • The objective of the legislation is to enable FDDI to emerge as Centre of Excellence meeting international standards.

What does the Commerce & Industry Minister have to say?

Commerce & Industry Minister Smt. Nirmala Sitharaman on the objects and the reasons of the bill said that - "The global footwear market is expected to reach $220.2 billion by 2020 from the current level of $198.7 billion. The opportunity cost of not investing in human resources required for this sector in India at this juncture would result in increased imports, thereby impacting the domestic and exports sector of footwear and leather products."
